Many local governments sponsor "Citizens Academies" to teach citizens about the roles and responsibilities of local governments and also to develop more informed citizens to serve on various public boards and commissions.
The School of Government at the University of North Carolina at Chapel Hill has compiled an excellent catalog of Citizen's Academy programs and helpful hints.
